I used a pre-made card from DCWV for the card base. I used my Cricut and the Elegant Edges cartridge to cut the light blue glitter cardstock. I added some light blue pearls in the corners.
The fish and balloon were cut with my Silhouette. I popped up the fin holding the balloon and popped the fish and balloon to the card. I gave the fish some black pearls for eyes.
The seaweed is also from Silhouette. The banner is from the Baby Shower cartridge. I used Cricut Craft Room to size it that thin without changing its length. I stamped it with a sentiment stamp from Scrappy Moms Stamps. I wrapped the banner around a flat toothpick and adhered it down, with some foam tape in the middle to pop it up a little.
